Comrades,
Every political economic struggle is the product of the struggle of a particular political movement or party. In fact it would be correct to say that the collective aspirations and struggle of the people is conducted along certain ideological principles and goals. In order to conduct its struggle the party as an organization creates a constitution and a program and creates organs [committees] of the party. This process results in collective ideological action.
The constitution of the party is a sacred and revered document that we take guidance from in our daily struggles and are compelled by our own conscience to follow. In Marxist revolutionary parties the constitution of the party is approved by a national congress. And the national congress is the supreme organ of the party.
Comrades, I would like to bring your attention to certain matters within the party that are a complete deviation from the constitution and program of the party and have undermined the organs of the party. These unconstitutional actions have resulted in the insult and demoralization of revolutionary cadres and have undermined the organs of the party. Whereas in the constitution it clearly states S (5) “The individual is subservient to the collective and all members are subservient to the national council” Party leaders and a clique of other CC members are consistently bypassing the organs of the party and deliberately taking the party towards further splits and disorganization.
In the province of Pakhtunkhwa (NWFP) the president of the party is openly collaborating with the Peoples Party (Sherpao) and it is open knowledge that he is helping to make their rallies more successful. The result is that it leaves the impression that our party is in a united front with the Sherpao group. The question is that if this is a united front, at what level was this decided, which organ of the party approved these actions, and why was there no written circular about such a decision. And if there hasn’t been any such decision then why are these unconstitutional actions being conducted when they have not been approved by any organ of the party.
The Pakistan army and Coalition Forces are conducting military operations resulting in gross violations of the rights of people in the tribal areas and on the frontier of the country. Why has there been a refusal to clarify the position of the party in this regard? The silence of the pakhtunkhwa party suggests deeper implications.
The party organs were not taken into confidence during the rallies and programs of the float march conducted under the leadership of the General Secretary. As a result these activities were not well-organized or successful.
No policy letter or decisions of the central committee have been conveyed to any organs of the party. This shows the complete incompetence of the general secretary of the party.
The decision to appoint an organizer in Multan was taken without the permission of the Punjab Committee. This is a violation of the constitution and an affront to party democracy.
The General Secretary of the party and certain central committee members are constantly interfering with the work of the Punjab committee of the party as was visible to all during the meeting on the 22nd of May.
It says unequivocally in the constitution S (3) “[the party] will attempt to create under its leadership a united front of all revolutionary classes and all revolutionary groups.” And S (9) article (3) section (f) “[the party] must attempt to unite all leftist forces and progressive parties, institutions, and individuals in a serious and meaningful peoples democratic front.” Instead owing to activities of the General Secretary the party is being converted into a Marxist sect. According to the views of the Gen. Sec. aside from Inqalabi Jedojehd all other parties are “counter-revolutionary”.
The slanders against the historic leaders of the communist movement [in pakistan] in the pamphlets of the party are being conducted according to a well-thought out plan. In the constitution of the party it states S (4) “[the party] views all revolutionary leaders and movements of the past with reverence and respect and [the party] rejects any attempt to demean them by comparing their work with the objective conditions of today.” The leaders of the past together with their fine qualities and mistakes have become part of history. Whose agenda is being fulfilled by this campaign of slander against their work? Further, which organ of the party has approved these pamphlets?
In Lahore we held a demonstration in favor of the Nepali Maoists. This was a policy matter of the national level. Yet the decision to hold a demonstration was taken at the Lahore level. This is another violation of the constitution. Why were the national and provincial committees of the party bypassed and no special session called on this issue?
In a pamphlet issued by the party it was announced that Inqalabi Jedojehd had united with the party and it was announced that on the 1st of May 2003 this unity had been established. The United Front was called “Revolutionary Front for the Liberation of Pakistan” (RFLP). But a year later no member of the party is even aware that such a united front exists. In this regard I am in full conformity with the letter of the Deputy Secretary Punjab and want to put the entire letter in front of the party for debate.
There has never been any accountability or auditing at any level in the party. There is no accounting of expenditures and incomes. In this respect, from which sources was the money for the float march and other activities raised and how much was spent and where was it spent. Such an audit report has neither been put together nor has it been published for the party cadres.
Funds for the publication of the book of the General Secretary and another member of the central committee were raised from ASR foundation, an NGO, and later these books were sold to the same NGO for twice the cost. But the campaign against NGOs and party policy is in complete contradiction with these actions. Why this contradiction?
In Lahore aside from the general secretary and one member of the central committee there is no district committee, no cells, and no members. Despite one year of work not even a basic unit of the party has been established. The party is being run on false claims and verbal promises.
After the debacle on 12th July 2003 [the split in the Punjab Party] instead of controlling the crisis, uniting the cadres, and upholding the unity of the party a campaign of slanders and conspiracies was launched. And an individual began to run the party like a personal fiefdom.
Comrades, without self-criticism and self-accountability it is not possible to correct our mistakes. Instead of self-criticism and self-accountability in response to the objections raised regarding the unconstitutional acts and bypassing the organs of the party conspiracies, slanders, false propaganda, and lies were fabricated.
In such conditions, committed cadres and revolutionary comrades do not desire to become a part of this conspiratorial atmosphere or to further weaken the unity of the party and will give preference to stepping aside.
